The Councils have a statutory duty, under the Environmental Protection Act 1990, to collect and detain stray dogs found in the District. The duty to collect dogs brought to a nominated collection point outside normal core Council opening hours was placed upon the Council under the Clean Neighbourhoods and Environment Act 2007.
The contract covers dogs found within the whole geographic area of Lewes & Eastbourne Councils, and therefore, providers should ensure that they are prepared to cover the service throughout the year at the rates they have provided.
The Council has determined that only contractors based in East Sussex can bid apply for this contract.
This decision is made in line with Article 3(3) of the 2026 Order, which enables local authorities to run a competition for a below-threshold contract in which contractors that are not based within the local area may not participate in, or progress as part of, the procurement. For the purposes of this procurement, the local area is East Sussex.
