Overview

The Contract is for the operation of Pavilions in the Park, The Bridge Leisure Centre, Billingshurst Leisure Centre and Steyning Leisure Centre. The Contract also includes the design and delivery of a new Active Wellbeing Service comprising both facility-based and neighbourhood-based programmes aimed at increasing participation in physical activity, improving health and wellbeing outcomes and supporting the Council's wider strategic priorities.

Pavilions in the Park is the Council's flagship leisure facility and is located within Horsham Town. Built in 2002, the facility comprises a wide range of wet and dry-side leisure facilities. Dry-side facilities include a 70-station fitness gym, activity hall, multipurpose studio, spin studio, gymnastics hall, soft play area and café. Wet-side facilities include an 8-lane 25m competition pool with movable floor and spectator seating, a leisure pool with flume and play features, an outdoor lido, a teaching pool and a health suite including sauna and steam room.

The Bridge Leisure Centre, completed in 2018, is a modern dry-side leisure facility located adjacent to the A24. Facilities include a 70-station gym, 6-court sports hall, two multipurpose studios, spin studio, clip n climb facility, outdoor multi-use games areas, athletics track and indoor training track together with meeting and community facilities.

Billingshurst Leisure Centre is located on the Weald Community School and Sixth Form site. The facility currently comprises a 4-lane, 25m swimming pool and a 38-station fitness suite, together with associated dual-use arrangements with the school.

Steyning Leisure Centre is a dual-use facility operated in partnership with Steyning Grammar School. Current facilities include a 4-lane, 25m swimming pool with movable floor, a 4-court sports hall, 32-station fitness gym, two squash courts and an exercise studio. The facility is subject to future redevelopment proposals that are expected to provide replacement dry-side facilities during the term of the Contract.

The Operator shall deliver an Active Wellbeing Service comprising facility-based and neighbourhood-based programmes. The Service shall support the Council's Active Wellbeing Strategy and wider corporate objectives by extending the reach and impact of the Services beyond the core facilities and through effective partnership working with local communities, health partners and stakeholders.

The Active Wellbeing Service shall seek to achieve the following outcomes:

  • An increase in the number of less active residents participating regularly in sport, physical activity, wellbeing programmes and rehabilitation activities.
  • A reduction in levels of physical inactivity across the District.
  • Increased participation in both facility-based and community-based physical activity opportunities.
  • Delivery of targeted interventions aimed at reducing health inequalities and improving access to physical activity opportunities.
  • Strong partnership working across the wider physical activity, health and wellbeing system.
  • Increased volunteering opportunities and volunteer participation.
  • Increased use of concessionary memberships and participation from priority groups.
  • Improved access to sport and physical activity opportunities within local communities, neighbourhoods, parks, open spaces and other community settings.
  • Increased levels of external investment secured to support physical activity, wellbeing and community development initiatives.
  • Development of a coordinated Active Wellbeing Delivery Plan focused on improving health and wellbeing outcomes across the District.

Commencing on 1 December 2027, the Contract is for an initial period of 10 years, with options to extend for up to two further periods of five years each. The total possible Contract duration, including extension provisions, is therefore 20 years.
